A meeting of representatives of Audit Chamber of Russia and the General Auditor of the National Audit of Mongolia
On 1 October 2012 a meeting of representatives of Audit Chamber of Russia and the General Auditor of the National Audit of Mongolia, together with the representatives of Audit Chamber of Buryatia, chaired by the head of the Russian Audit Chamber Sergei Stepashin and the Deputy General Auditor of Mongolia Badamdorzh Batbayar.
The reports were presented by representatives of supervisory and executive bodies of the two countries. The main results of parallel testing the effectiveness of state regulation in the field of environmental protection in the border areas were estimated.
The joint memorandum of environmental interaction was signed as the result of the meeting. Supreme audit institutions of Russia and Mongolia "offer to the authorities of the two countries to unify the standards that treat the quality of transboundary waters and a number of other environmental indicators."

1st Asia Pacific Targeted Regional Workshop for GEF IW Projects

The workshop resembled an International Waters Conference at the regional scale, with a focus on inter-project knowledge sharing (Best Lessons and Challenges). The workshop discussed potential course modules to be provided by partners on content requested by Project Managers. Future learning priorities were also featured on the agenda, including twinning exchanges between projects and future workshops supported by GEF IW:LEARN. Facilitators were from the Global Community of Practice Partner IUCN, GEFSec as well as from actors in the region.

Shoreline clean-up campaign on Hovsgol Lake and setup of a water sanitation zone in Khatgal village
The UNDP/GEF project "Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem" has supported a work “Shoreline clean-up of Hovsgol Lake and setup of a water sanitation zone in Khatgal village”, implemented by “Domogt-Dalai”, LLC.
Also the purpose of the work is to attract public attention to the problems of Lake Khuvsgul Shoreline pollution. More than 1500 copies of promotion materials were distributed among 500 persons. The representatives from the Village Government, specialists from Khuvsgul Protected Area, hydro-meteorological observation stations, Association of Sayan Region Herder Communities and other organizations were involved in the clean-up campaign.
The Khatgal Village Government has announced the day of 28th September as a day for cleaning-up campaign. All citizens of the village and all government and non-government organizations were involved in the campaign and cleaned the solid wastes over 3500 ha areas. Over 200 people from 20 organizations took part in the cleaning-up campaign and removed about 70 tons of solids wastes.
Protection poles have been installed with distance of 1.5 meters along the sanitation zone of Khuvsgul lake near to Khatgal village for 2 km distance in order to protect the sanitation zone from vehicles and tourists pollution. There also 3 sign boards have been installed along the lake shoreline and 1 in the Protected Area’s entrance gate.

TDA Workshop

In the frameworks of the UNDP/GEF project "Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem" the Workshop on TDA (transboundary diagnostic analysis) revision was held in Ulan-Ude on 18-19 September 2012. The initial TDA document was prepared in 2008-2009.
The workshop was participated by TDA consultant and scientific advisory group leader, Mrs. Saskia Marijnissen, "Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem" Project Manager Sergey Kudelya, National Project Technical Director (Russian Federation) Alexander Shekhovtsov, National Project Technical Director (Mongolia) Munkhbat Tserendorj and also representative of ANO “Centre for International Projects”, Russian and Mongolian experts.
The preliminary TDA results, which were prepared by Russian and Mongolian experts in 2008-2009, will be specified during the final TDA revision. This document will be used for Russian Federation and Mongolia Strategic Action Programme preparation.

The second ecological movie festival H2O

Where
The second environmental movie festival H2O took place in Ulan-Ude оn September 14-18, 2012. The entrance was free. During five days people had a chance to watch four full-length and two short films in the movie theater “Progress.”
Mr. Sergey Kudelya, chief manager of the UNDP/GEF project “Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem,” stressed the importance of preserving energy resources.
Ms. Nina Dagbaeva, director of the Baikal Information Center “GRAN” opened the festival with an appeal for thoughtful viewing.
Ms. Seseg Sanzhieva, a representative of the Administration of Ulan-Ude, made an appeal for environmental responsibility of the audience. The youth environmental unit “Tornado” of the Timber and Forestry Training College and volunteers from the Teacher Training Institute of Buryat State University were among the guests of the festival.
The festival concluded with an award ceremony for the winners of the internet quiz “Wildlife of Lake Baikal” organized in the framework of the project “Every Drop Matters – Lake Baikal.” More than 200 students from 15 republican schools participated in the quiz; 29 of them were chosen winners in three different age groups. Six schools that took a very active part in the quiz were also awarded.

Press-conference on the Lake Baikal
A briefing with representatives of central Mass-Media was conducted in Maksimiha (Buryatia, Barguzin district). Current problems of the project were covered by PM Sergey Kudelya.
It was also reported about results of the project Coca-Cola (Bon Aqua, UNDP), "Every Drop Matters".
Questions were answered by representative of Coca-Cola, Kanukova Maria; Project Manager of UNDP/GEF Project, Sergey Kudelya; Baikal Informational Centre Manager, Elena Perelygina; Chairman of the Board of “Baikal big trail” - Buryatia, Andrey Suknev. The group visited the trail section in Chivyrkuisky Bay and met with projects in Turka.

Where
The UNDP/GEF project "Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem" has supported All-Russian symposium “Topical problems of analytical chemistry. Analytical methods of environmental objects analysis", which was held in Ulan-Ude during 19-26 August, 2012.
The chairmen of the organizing committee were Academician Yuri Zolotov, Corr. RAS Arnold Tulokhonov and Corr. RAE Stepan Kalmykov. The symposium featured presentations of leading experts in the field of analytical chemistry from Moscow State University, Siberian Federal University (Krasnoyarsk), Institute of Geochemistry and Analytical Chemistry RAS (Moscow), Ural Institute of Metrology (Ekaterinburg) and other institutions.
Current problems of the project were covered by PM Sergey Kudelya on the plenary meeting.
The symposium was attended by more than 300 participants from number of organizations of Buryatia relating to environmental analysis.

"Baikal dialogue" Forum

Where
"Baikal Dialogue" Forum took place in Buryatia, 17 - 21 August, 2012. This forum was dedicated to the problems of Baikal natural territory. The forum is organized by State Duma Committee on Natural Resources, Environment and Ecology; parliamentary group "Baikal"; the Government and National Khural of the republic of Buryatia; the Fund for Protection of Lake Baikal.
The forum purpose is to create a permanent inter-regional discussion platform on a regular basis for the development and preparation of proposals for the preservation of Lake Baikal and sustainable development of the Baikal region.
UNDP/GEF “Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem” Project Manager Sergey Kudelya made his report on the implementation of the project.

Volunteer ecologic camp

On 18th July a summer volunteer ecologic camp was opened in Sukhaya village (Buryatia) at participation of Sergey Kudelya, Project Manager of “Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem”; Boris Danilov, Director of the Fund for Protection of Lake Baikal and representatives of mass media. Construction and improvement of ecologic camp started on 13 July. During the first 4 days a temporary storage for garbage was organized. Daily ecological raids were conducted.

Where
Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem issues were discussed at the V International Scientific Conference “Selenga – river without borders” in Ulan-Ude. Federal Service for Supervision of Natural Resources employees expressed concern over chemical contamination of Selenga groundwater.
National Project Technical Director Mongolia, Munkhbat Tserendorj and Bioresources and Data Management Expert, Larisa Radnaeva made reports at a conference on the implementation of the project.
The matters discussed on the conference were: the status of transboundary waters, the use, protection and restoration of water bodies in the Selenga basin, improving of inter-state regulation in the field of water relations. New treatment and disinfection technologies of drinking water and wastewater were presented at the conference.
The second phase of the conference was held in the capital of Mongolia - Ulan-Bator.

At the end of event about 300 garbage bags were filled with garbage from Selenga shoreline by the volunteers.

The ECIS biodiversity and ecosystem-based adaptation portfolio has a total of 40 ongoing projects and several projects under development. Expansion and increased effectiveness of national protected area systems remains the main area of intervention. About 80% of all biodiversity projects of UNDP in the region deal with protected areas. The cumulative effect of the ECIS natural resources portfolio on biodiversity and land status is substantial: UNDP projects have helped to establish over 30 protected areas (PAs), and has successfully enhanced capacities of about 100 other PAs. Over 50 mln ha have been targeted by BD mainstreaming activities, of which over 10 mln ha belong to biodiversity hotspots. There is progress in designing vulnerability assessments and tools for ecosystem based adaptation. By late 2011, sixteen projects went through final evaluations producing some generic lessons for the region. While over 80% of projects have been rated as satisfactory or highly satisfactory, one of the repeated comments emerging from many evaluations relates to weaknesses in the design of the logical frameworks, especially with a view to measuring the real conservation impact (be it on the species, or ecosystems level), as well as to actual tools involved in monitoring the success of the project. Clearly, this is one of the areas for UNDP improvement. This meeting brings together the front line force of UNDP ecosystem projects (BD and ecosystem based adaptation) in order to present and brainstorm on lessons learnt, with a view to help improve the design of UNDP projects, as well as train the project managers in better design, analysis, monitoring and reporting on conservation impact of the projects which they manage.
