The need was confirmed for a close and continuing coordination of municipal authorities as the closest level management interacts with the public.

Every year the world water day is celebrated on March 22nd, 2014. In the frameworks of this event and in cooperation with UNDP-GEF Project “Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem”, Orkhon River Basin Authority organized essay writing competition on topics “Water conservation” for senior students of 9-12th grade, “Who knows Ugiinuur the best?” for students 7-8th grade and drawing competition on topics “Water-precious thing” for 4-6th grade students among secondary school children of Erdenebulgan and Ugiinuur soums. Totally 45 students participated in 3 competitions.

Brief introduction of “Ugii” lake and cleaning campaign round the lake

In 1998, the lake “Ugii” was inscribed in Ramsar convention. The lake is located on Orkhon river basin with coastal area of 2510 hectares which consists of slushy ground surrounded by grassland. The lake is natural scenic place, which has numerous rivers and ponds as well as bog with alluvium stream on the west.

Total area of the lake is approx. 50km2 and length of the coastal line is 24.7 km. Maximum depth of the lake is 15.3 m and total volume is 147.9m3.

Cleaning campaign was organized around the “Ugii” lake on 20-21 March, 2014 under the financial support of UNDP-GEF Project “Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem”

Totally 20 people and 2 trucks participated in the cleaning campaign and disposed 5 tons of garbage to local Ugiinuur soum’s dump.

TV channel “MIR Buryatia” in Russia and Soyon Gegeeruulegch TV in Mongolia have already broadcasted this film. Lake Baikal ice cleaning campaign

A spring campaign, devoted to cleaning of Lake Baikal ice was finished on 12 April 2014 with the support of The Project. This event was timed to traditional "Baikal fishery 2014". 57 volunteers participated in this campaign. Summarizing the results of the event, 25 garbage bags were filled. Volunteers also organized a public awareness campaign, noticed an importance of

Volunteers talked about methods of waste management, on separate collection and recycling of waste, explained the importance of separate collection of garbage on lake Baikal. The issues of environmental behavior, fire safety were raised. The principles of sports fishing - "catch - release" were promoted.

River Basin Commissions and other Joint Bodies: Technical Aspects (The Second Workshop), 9 Apr 2014

The Second Workshop sets out to achieve the following objectives:

  • Present and discuss the experience of joint bodies in specific technical topics in transboundary water cooperation worldwide, to enable identification of challenges and good practices and mutual learning;
  • Demonstrate the value of joint action in addressing common problems, and benefits of transboundary cooperation;
  • Discuss how the work on joint bodies could be continued under the Convention in the new work plan (2016-2018), and identify gaps and needs to that end;
  • Increase awareness on how the global legal frameworks, in particular the Water Convention and the 1997 UN Watercourses Convention, their compatibility and mutual complementarity, as well as the 2008 ILC Draft articles on the Law of Transboundary Aquifers, relate to joint bodies and can support them.

Strategic Action Programme Meeting

A meeting within the framework of the Project output (Strategic Action Programme) was organized in Ulaanbaatar (Mongolia) on 24 March.

Work under this Outcome will generate a Strategic Action Programme for shared actions by the Russian Federation and Mongolia. This SAP for Baikal Basin will emphasize mainstreaming biodiversity management objectives into economic sector policies and practices and facilitate the maintenance of essential aquatic ecosystem functions that sustain human welfare. This SAP will provide a holistic review and strategy development for the transboundary basin-wide ecosystem.

World Water Day in Russia

On 24th of March, a round table, devoted to World Water Day, was held in Buryatia with the support of the Project. This event was organized by Rosprirodnadzor and The Ministry of Natural Resources of Buryatia. Representatives of federal and local environmental organizations, public prosecution office, local administration, scientific and public organizations took part in the round table. Many current issues were discussed, such as lake Baikal preservation in new social and economic conditions and sustainable use of its water resources. The participants noted an importance of taking of well-timed decisions for reduction and prevention of anthropogenic load on natural objects of lake Baikal.

Round table in Russian State Library: “World Water Day 2014: Water and energetics”

On 20th of March, a meeting with students and readers of Russian State Library was held with support of Informational UN Centre. The meeting was devoted to International Water Day.

Alexander Shekhovtsov, National Technical Director of UNDP/GEF Project, opened a discussion of experts. He told, that, UNDP/GEF project started in 2011 to study these areas. Rivers and streams that flow into lake Baikal, located in Irkutsk region, Buryatia, and they are quite dirty. Another problem - the Selenga River, the largest tributary of Lake Baikal, which originates in Mongolia. It is planned to build several power plants that may affect the lake. Currently The Project is working together with scientists from Russia, Mongolia and UN staff to monitor the status of Lake Baikal.

The film “Baikal without boundaries” was demonstrated to the readers and guests.

GEF IW:LEARN Information and Communications Technology Workshop in Spatial Data Management for Asia and the Pacific was held on 17-20 March 2014 (Manila, Philippines).

Participants were given an in-depth understanding on the role of spatial data management in water ecosystem management and disaster risk mitigation and management using the success stories from World Bank’s Geonode implementation in the Latin America and Caribbean region and experiences of projects from other regions.

The workshop transferred skills on the use of GeoNode and related open source platform to the participants to enable their respective project.

To provide a successful implementation of intercalibration procedures in the framework of RFQ_EMO_2013-038 «Intercalibration of analytical procedures for analytes, included into harmonized program of hydrochemical monitoring for Selenga river basin (Mongolia)» and in accordance with a decision of the Project Steering Committee, new ion chromatograph was procured and installed in Central Laboratory of Environment and Metrology (CLEM), Ulaanbaatar, Mongolia. This new modern equipment allows to determine low concentration of some anions (and optionally, cations) in water samples, so now CLEM has enhanced its analytical capabilities in order to make a cooperative actions together with Mongolian and Russian analytical institutions.
